Only server I had issue getting a house on was ragnarok back in the day and that only cause it’s a legacy server. There has always been available plots. Less so recently due to demo-timer hasn’t been turned on in quite some time.I first bought a small, then when I had the gil together i moved to a medium house. All without waiting, without lottery or camping. Was i lucky to play on a server that wasnt overflowing at the time? Perhaps yes but 1 server being overcrowded does not mean housing was bad at the time.
They should add a "townhouse" instance. $1M gil or so ... 2 storeys and a little outside space would be great.

Instance plots. Click the placard and see hundreds of plot owners Click one to see what they have on the plot and enter if allowed.
Everyone shares the same neighborhood, no wards. With thousands of players in one area, there might actually be some activity in the streets.
Added advantage: You could have open doorways into your yard without the doorway passage process. Even an open walk-out onto a balcony.
Plots that don't sell as often have their prices automatically lowered to spread the population out a bit.
Upon entry to the housing area, your own plot is loaded by default. Others load based on last used by other players. This way, you'd only see active plots unless you select other ones to display in your immediate neighborhood.
If possible, you'd be able to see street activity from your yard / house, but of course, others wouldn't see you unless they had your instance selected for display. Area chat would cover all instances.
Just don't do it the way Runescape did, where you were the only one who could see your house, unless you grouped with someone.

I wonder how many people advocating for instanced housing realize that, even if SE gave in to their demands, there is pretty much no way that it would be implemented before the release of 7.0. That's at least two years from now.
And odds are that even if SE decided to do it, they wouldn't announce it until after they'd coded enough of it to know it was practical, which probably wouldn't be until after the last 6.x patch was released.
So y'all can keep starting new gimme gimme gimme threads about instanced housing, but the odds that you'll get any response at all from SE before 2024 are pretty low.
Perfect or not, a new housing system is way way down (as in, not even on) my list of things I want SE to be spending developer resources on.
And to those of you who think SE can just hire more developers? Go read "They Mythical Man-month," for a starter, and then do some research on the difficulty employers are encountering when trying to hire competent coders these days.
