But enough times I've been told to "just shut up and play the game" or "who cares about mechanics, just kill" (usually right before wiping).

Or are you trying to say that everybody is this community is super receptive to help and everybody else is just being super rudely forcing advice? Nice one.
This community is so afraid of any sort of confrontation that even the rest of the party will yell at you to shut up or "it's not so serious" or whatever else no matter how bad the person you're trying to give advice to is playing. Not to mention the person themselves getting upset or completely ignore any advice given. Hell I've been reported, or at least threatened with a report (never saw any repercussions) for sticking up for a newbie healer who was struggling with Stone Vigil. The tank got upset and said that my dps was bad, while I was typing to respond to him (go figure...), at least he got a report for that. But yeah, enough bad experiences makes you just want to not bother.

I had this the other day. I wasnt rude to the tank. Didnt pull for him.I nicely asked him to pull more than one pack in a 80 dungeon (matoya which is super easy). The blm in the party was rude to me over it.

Some might think it's a joke but this really does happen, and pretty often too. So many people have the mentality that no one should be criticized in the game so they tell you to shut up even if the criticism wasn't directed at them, even in a case like this where there wasn't even any cricitism, just asking nicely to pull more. That's what happens when they're not forced to be better during the leveling process. I don't know who it benefits to protect people from trying to play better, you'd think it would benefit everyone but not in their heads.

My personal opinion is the question of what constitutes "polite." Different people can see the same comment in different ways. As a general rule of thumb, unsolicited advice is more likely to be perceived as rude. The example we're responding to could be a good such case. Some tanks only feel comfortable pulling one pack. Maybe they're new to tanking. Maybe they took a break from the game and are just getting back into it and want to take it easy for a run or two until they feel they're back into the swing of things. Frankly, if they went several pulls in a row only pulling one pack (as opposed to just one to gauge the group and then pulling more), there's probably an intentional reason they're only pulling one. Some dungeons just go that way, and I could easily see it being taken as rude if you tell the tank to pull more. Without the quote, we can't even begin to speculate on whether the "I nicely asked..." is likely to be perceived as an accurate depiction. So you take a few more minutes to clear a dungeon - big deal. I wonder how some of us would survive if we went back to the early days of MMOs where you had to sit in a town calling for people to manually assemble a party, then manually travel all the way to the dungeon.

TL;DR - If the run is still going smooth, making any unsolicited comment is likely to be seen as rude by its very nature, no matter how "nicely" you think you're phrasing it. What you consider "advice" is more likely to be seen positively if someone either specifically asks for it or the group is struggling to complete the content.
