These restrictions aren't done because SE hates the rest of the world, it's because setting up contests with actual/physical prizes aren't easy to organize at all and all sorts of international laws need to be considered including things like age restrictions, value of the prize (some countries will allow more, some less) and pretty much every little detail.
Except this one does not involve anything physical at all. Contest entries are forum posts. Contest prize is an in-game item. I'm pretty sure my country doesn't require me to pay import taxes to get an Ifrit's Cane.

IF this game had microtransactions AND the prize was one normally only available on a cash shop, then I would accept this reasoning.
