So why is Square wasting time on developing content and systems for things not everybody takes part in?

Should Square not fix the ridiculous limitations they put on Hrothgar? It's one of the least played races so why should they waste the effort? The first thing you need to ask is why isn't it as popular and I'd bet that those limitations rank high on the list.

The one truism in MMO's is that everybody likes different things. The one majority is that players play a mix of content. Focusing development on one type of content is a fool's errand (see SW:TOR). Same thing goes for QoL.
