So if possible, please start giving these massive plot owners like 30 days to decide on which plot they should consider keeping and auto-demolish the rest. At least the nicest thing dev can do is refund all of the plots they spent.

That should allow few folks to put lottery in those newly emptied plots.
It will never happen. It is NOT the players fault that it was allowed, blame SE who let this happen for years. It's not a new thing, trust me. I got this game in 2016, a few months later I had enough to buy a small house so I went looking in different areas. I like the Mist and the Lava Beds and I happened upon 4x small houses in a cluster in the LB and grabbed the plot I liked best. About 2 weeks later, my neighbor across the street had bought the remaining 3 plots for himself. I chatted with them about it and he said he does that in all the wards. I didn't think much of it back then, I figuered it was allowed, and IT WAS. In 2018 I happened upon a medium that has been put up empty, nabbed it and still live there as my only house. Players figured it was ok and were allowed to buy and horde for whatever reasons. SE continued to be silent and here we are today. BLAME SE and I can tell you that they will not force horders to relinquish their properties. They would have to give a pretty huge carrot if they ever make major changes in the housing system for them and I'll wager, it will be a choice or free property/gil elsewhere. If you think SE will take from them, you are just wasting your text here.
