In a perfect world not only would this already be the case, but they would also have enough resources to make gear for every single job separately for every single duty. That way they could retain job identity, but alas in reality this isn't feasible in game development. So instead, let us glamour anything on anything (save for AF gear). It doesn't require more work on gear each expansion/patch on their end and we're happy because we get to work with all the gear available in-game instead of just a handful of items that most people pick because they look "the best". This is also why there is such a huge amount of players using all classes level 1 gear as glam on a lot of their jobs because the glam options for those jobs are just so limited.
I was being rather sarcastic that time... not the least bit sorry. What you're asking for just doesn't make enough sense. They go through the trouble of making gear to fit different roles and you want them to mess with that core system of role / level assigned gear. What I jokingly suggested is really the fastest and easiest way they're going to achieve that. Keep fighting the silly fight though. I'm gonna keep enjoying the game as it is.
