There are apartments and FC rooms which provide access to most of the housing feature and even while not being an actual house, it's still housing. Anyone who really wants to decorate the actual house can do so through the mentioned social means. Just find a lonely house owner in the eternal bond thread and you get your house access for little bit of attention. There aren't enough houses for everyone, but through sharing anyone can access the whole feature if they really want to play with it.
