You might want to take a look at WoW's history of making job and specs super unique especially with talents you can choose that has an effect on PvE & PvP where some are simply the meta and the others dont even reach the bare minimum to do any content and has less than 1% of the playerbase playing as said jobs/specs.

You cant have it all. The more similar they are the easier it is to balance. The more diverse, the harder. I find option 1 the better as long as they can keep the aesthetic. Thats why skill animations and sfx become very important in XIV.
