Opening it up back to what it was before is yikes. The only solution is the obvious one. Add more wards. No change or tweaks in the system will change that & it's the only issue. The lottery is fair, the cycle is just a tad to long since you literally only get 3 bids in per month with 1-3% chance to get one.
I said the lottery isn't the issue, the issue is the ratio for FC to personal plots.
