The thing with third-party tools is that you have to understand the motivations behind their use if you want to ultimately deal with the issue. Maybe it's a cool outfit/hairstyle, or an emote/pose, or a quality of life feature, or something that helps high-end raiders discern certain debuffs, amongst others. If SE want to deal with the problem, then they need to listen to players, and not be so aggressively overzealous with the ToS hammer against players who ultimately haven't created a negative experience for anyone else, or whomst have what would be an unfair gameplay advantage.

The whole idea of "you can use 3rd party tools but dont tell anyone" isnt sustainable as you can see from the several streamers that openly use mods and havent been banned. as someone pointed out in the past some mods like visual mods are deemed ok by SE because theyve accepted photos altered by visual mods into their photography contests before.
