A good BLM doesn't just sit in ice or fire all game, they're constantly swapping between them as the situation calls for. Ice is good for pushing, fire is better when there will be an extended fight. You should be using both."Very viable"? This is not SCH, applying DoT to whole enemy team is a whole lot of time and resources for weak DoT instead of disabling the whole team or help picking off key target one by one. You dont want them to use pots, you want them dead. I think i dont have to tell you what can prevents them from escaping.
When it comes to most situations, Ice is the obvious the way to go, that is called "very viable". Don't hide behind "good BLM" blanket argument, every decent BLM on the planet already knew that Fire is weak and a huge opportunity cost. Its a huge choice to make, not a standalone skill.

A 3k potency dot is never a better option than a 3s root unless your objective is feeling good about your total damage numbers after you lose the match.

There are plenty of cases where rolling a 3k dot on the entire enemy team for several ticks is going to be more valuable than a root.
If your paradox is on CD you're just wasting a superflare at that point. Swapping elements makes you lose your stacks and even with a 3 stack the dot is simply not worth it compared to stunning the entire team and stopping any and all damage going out to your team.

BLM can switch very quickly during LB, yes, doesn't mean its good or they should. That is a newbie mistake when learning the job.
I will let you in on a secret (i guess?), Superflare only has 2 charges during LB. Wasting one on Fire simply means that BLM lost several opportunities from using two on Ice, which is far more powerful than Fire ever could in only 1/3 of the time Fire takes.
And let me confirm an important fact, Deep Freeze is not actually a 3s root, its a 3s stun.
I will assume you are already and fully aware of what stun is, what it does, and how valuable it is. You play WHM afterall.
