I'd wager that when the plugin updates it counts as a download or something like that. But regardless, we're still looking at "Millions" which is a far cry from a minority.Yet the ACT dps tracker has 3 million downloads, so something's up with those numbers unless you want to argue everyone downloaded the dps addon through external sources. And you can be certain that the majority of wow migration players downloaded it that dps addon quickly.
Like SE has previously stated addons are not allowed, but you can get away with it if there's no evidence aka you dont publicize the data, the moment you start uploading to public sites or show them on stream its the moment you should be reported and get banned.
Though I still hope SE starts checking the client for certain addons because addons that give timers and announce mechanics during any encounter should be banned with extreme prejudice so this game doesnt turn as bad as wow
