Assuming he's not just saying that because he forgot, that only makes things worse.
Hrothgars not getting any of the patch hairstyles everyone else can use is understandable, but intentionally making them with only 2 hairstyles per face (8 in total) and not having plans to adding any more, at all, ever, is an objectively bad decision, no matter how many resources, time, manpower, money, or spaghetti code excuses you throw at it.
It's as if the race was meant to be dead on arrival and then were surprised people actually liked the big cat dads... until over half of them changed back after getting tired of being ignored for 3 years. Wouldn't surprise me there's even less Hrothgars around now.
I'm not sure if he remembers even making that promise.
Even if he forgot, I think this clearly shows his intention regarding the race, and it explains why they are pretty much never talked about. I think they were meant to be one and done actually. I've had a suspicion for awhile, that prior to ShB launch, SE didn't have as grand of plans for FFXIV going into the future.

Though it would mean new hairstyles would be added far less frequently, perhaps we could somehow create hairstyles dedicated to those head shapes. But I think that would lower the number of hairstyles we can implement…
It’s difficult to address, since Hrothgar was only made possible because we drew a clear line about this point back then. Honestly speaking, it’s very difficult to create hair in-game, as you might expect. As such, I’m torn over how we should proceed.

That bolder part there is what we want to make sure has actually occurred, and to that end they need to communicate that to us instead of leaving us in the dark for three more years. The feedback has been given (at least any that they’re going to get without actually putting effort to question us on their end).
Thats true. He did essentially say "I never said that", then tried to say it was a translation error, but never deigned to clarify in the 3 years its been up...still isn't clarified to this day

NGL: that announcement seemed so tone deaf that it actually made my head hurt. If I didn't love my hrothgar so much, I would have went back to Miqo'te or Au ri. For something literally no one but the actual producer asked for and wanted, hes treating it very badly. Adding hrothgar as a playable race was a huge mistake...Its causing him and his team so much strife, but only because they're failing to deliver on what their players actually want (Hairstyles, V/H still having to pay full price for Mogstation outfits despite not being able to use the whole thing, etc etc) and giving half baked excuses on why things are the way they are...I wont compared the m*dders to the actual dev team because they dont have to work with certain constraints or rules to follow of SE's work culture or whatever. I think comparing a team that has strict rules to follow to fans who can pretty much do whatever they want is completely unfair, but they really need to step up their game

True. It’s like I always say though.. despite racial hairstyles potentially being a mistranslation, surely your thread alone could be passed off as a high in demand request instead.
I know a community representative refrains from posting unless absolutely necessary, but it would’ve taken barely a minute to type a response saying “hey guys, that was a mistranslation. Here’s what he actually meant ———“ Instead of letting us wait for years for something that was never coming.
I’d be fascinated to know what constraints the team is dealing with when all modders are doing is stretching Roegadyn hair/hat models by a couple of percent to get it working. It’s not a huge graphics overhaul, because the file for all hats is basically 30mb. No one’s PS4 is gonna catch fire from having to display these, and it sure as hell isn’t a limitation based on quality because the toupees they gave us are so damned laughable. I’d even be willing to cut them a little slack if they actually came out and said that this was a first step to getting official support for hats, except that Hrothgar has been a quarter-assed mess for three years. Whenever they give us a helm that fully replaces the head model, they just take the Roegadyn one and slap it on us, no matter how obviously undersized and skull compressing it is. Same thing goes for weapons, which are frequently too small compared to their appearance on every other race. The excuse of limitations on a ten year old game, which they actively work to expand, having gone from the PS3 to 4, with the 5 still being in beta falls deaf on our newly earless face models. They actively are reworking the 2.0 races, but we are just supposed to sit and wait for whatever scraps are thrown our way. I’m at the point where I strongly urge any Hroth players on PC to take a trip to Google and get fanmade solutions because SE isn’t interested in providing them for us. Everyone in the know will actually see the headgear selections (hairstyles are less uniform), and try to take some measure of the pride in our avatars that everyone else gets to experience by default.

I don't think the community expects the problem to be fixed immediately, but rather feedback from the dev team instead of frustrating silence.
Something like "We've read your feedback, we can take it into account/we can't do it but come close to it. But we won't be able to implement the changes until patch XX.XX".
Just something to give us a little spark of hope...
