The two things we recently had all server pauses for had global effects. SE does do regional pauses. There have been 4 game wide and 3 regionals AFAIK.

The war in Ukraine is a world affecting conflict. I already mentioned a few affects, but there's a LOT going on. Chances are no matter where you live, you're feeling the effects.. or whomever makes the money and buys the things for your household does.
