Think of "instanced housing" like one house per ward. There is nothing else, the rest are just props. There are no neighbors, although there might be NPCs. When you leave your house, it despawns, like a dungeon. When you want to come back to it, it boots up again....Secondly if I afk infront of my house that server is going to need to remember my instanced housing when Im standing right infront of it. Heck it will need to remember all the random neighbors that happened to load in during the moment I decided to enter the instanced ward...
Apartments, personal FC rooms, dungeons, are all instanced.
Outside of spaghetti changes, and corporate desire, what is likely needed to implement it, would be servers to run the extra instances of people in their private homes instead of standing in Limsa... and diskspace, to the order of a few megabytes per house.

Another problem worth pointing out about housing demolition is that SE like to sell housing items on the mogstation. It's not a good look if you ask people to purchase additional items only to block them from using them because they went through a rough patch in real life. Given the cost of living crisis in almost every nation right now and I can see the demolition pause lasting for quite a while yet.
When you believe your need for a virtual house is more important than people having to flee their real ones.
Maybe, as an alternative, have regional player pauses. Something happened in Europe? Only EU players have demolition pause, regardless of in which region their house is.
When it comes to instance housing, there might be technical limitations for something that is truly unique per person; there always seems to be some space preallocated; even apartments aren't truly instanced, they have to assign "x" apartments. The biggest true freeform instance content we have are the squadron barracks and some other NPCs we can dress up... which is a long way away from instanced housing.
Right now I'm looking forward to seeing how island sanctuary pans out. They have said it is not housing, but I will be keeping an eye out for other freeform customizations available. If we're lucky, it could be an instance housing prototype, but at this point it can go either way really.
Island is likely just Animal Crossing with WoW garrison system.
Yeah, but I'm more looking for how it's implemented, rather than the player experience. If it is nothing like housing, but the tech is instance housing friendly, I'd call it a win.
The two things we recently had all server pauses for had global effects. SE does do regional pauses. There have been 4 game wide and 3 regionals AFAIK.

Although, does SE pause regionally by data centers or by players? Like, if EU is paused, do they also pause housing of EU players' houses in other data centers? If not, they probably should if possible.
