Oooh this is a nice comparison shot. I've been broken-hearted ever since they released the Arachne set and I realized the culottes just turned into ugly puffy pants on guys. At this point I would literally pay extra for just one set of shorts + thigh-highs that guys could wear; I've been waiting since ARR and they keep breaking my heart every few patches with new gear that changes like this.
The reason it's mostly been female-only outfits being opened up for men to use is because there are comparatively few male-only outfits that women can't wear, and the majority of items being unlocked have thus far been cases where items were released with a female-only variant and a unisex variant (see the Spring/Sailor sets, Thavnarian sets, the Bunny/Gambler sets, and so-on for examples), resulting in female characters getting TWO new outfits for each one males got.
They HAVE been making progress on unlocking those few items female characters can't wear as well, though (See the Wedding sets, the Maid/Butler sets, the Expeditioner's set, the High House sets for examples), even though, unlike the previous examples, these were all cases where at least everyone got the same amount of new stuff. This isn't even touching on the many, many times they've just straight-up released one female-only set without anything for males.
So obviously both sides of the problem are being worked on, as they should, because ultimately everyone should have access to ALL the cool things and all the options; just don't be surprised if they focus a bit more on fixing glamours for male characters than female characters, since male glamour has basically been limping along with two broken legs and a missing hand since ARR while female glamour has the equivalent of a skinned knee.
Personally I'm really hoping they'll add a toggle for at least some of the gear that has drastic changes between M/F models someday, but I don't expect it at least until they're done fixing most of the glamour-only gear.
