Yoshida: During the residential, the core parts of the story were listed, but after that Ishikawa said ‘we didn’t reach agreement, so I rewrote it.” As a result, when we compared the story decided on at the residential, and the rewrite Ishikawa presented, we thought “it was the right choice to rework this”.
That sounds to me like they went with Ishikawas version no? The residential one would be the one with all the others offering ideas, her rewrite was hers alone. The last line is the one I’m focusing on.

As for Hermes, most people (even those who loved his character) thought he suffered from some form of mental illness. What Ishikawa had in mind is not what was conveyed in the game. It was about as "evil" and a "mistake" as a postal shooter.
Then you disagree with Ishikawa, as was my point. She’s very clear, saying he’s both her favorite character who isn’t simply evil, and that he was motivated by fairness in juxtaposition to Emet who was motivated by emotion.
