It is far more convenient to use those exp boosting items though. Any of the exp earrings means never having to buy/craft earrings again until the relevant expansion, the brand new ring is great for 15-20 levels, I am not going to screw the rest of my FC by not using the exp buff. It seems silly to argue "Just don't use them" when even without them it is easy to outlevel the story. I often without trying get my alts to 30 before I can even unlock their jobs thanks to challenge log and Fates I hit along the way that are in my path or already being progressed. There are so many sources of massive exp gain you can't easily avoid all of them.
Even without exp bonuses you will out level the MSQ a great deal. Especially when you do the mandatory dungeons/trials.
Heck, I was past 60 on multiple jobs when I STARTED Heavensward.
Letting players have access to the 80 and below poetics gear as they level doesn't cost them anything. It's not like the 80 and below content is current content anyway and if they want to do content the hard way there's min ilevel option.
There's no reason NOT to do this.

The irony that most of the XP boosting items scale to job level for their effective duration, giving the player a piece of gear appropriate to their job level without going through the marketboard or crafting friends.
Only if you're doing side content. I tested this with an alt last expansion. Did not use my XP earrings or join a FC, only had the benefit of rested XP that I tried to minimize by playing only the alt (outside of hopping on my main quick to tend garden, enter house) every day. Kept strictly to MSQ and class/job quests to unlock class/job actions except when I hit the level gap mentioned below.
Early on, you do gain a couple of levels past MSQ level but MSQ will catch up in Coerthas. Once you finish the Castrum rescue (level 46 MSQ), you hit a gap where side content is mandatory because the next quest is level 49 (I was level 47). You'll then need to grind a little more side content to hit 50 so you can do Castrum Meridianum and Praetorium (cape Westwind and the 2 following level 49 quests aren't quite enough).
I was level 51 after completing Praetorium (reasonable) and was never more than one level ahead of MSQ until I got tired of the XP test and deleted the character (was in the second part of Sea of Clouds).
The mandatory dungeon/trial XP is already included in SE's calculations for level progress compared to MSQ. For you to be past 60 on multiple jobs before starting Heavensward without the benefit of any XP bonuses, you had to have been doing side content.
I'm still in agreement that access to the tomestone gear sooner is needed. When gear is tied to job level, it's a positive experience to have gear the correct level. When your gear is several levels behind, there's something wrong with systems.

Once you hit 80 all XP bonus items don't work. I've stopped using food so am getting no XP boosts other than rested at all. I'm am now 7 levels over max for ShB and am not even halfway through Tempest. At this rate I'll be 90 well before finishing the post 5.0 patches.
It's to the point where I'm soon going to have to level a second job to 80 to get use out of the remaining ShB MSQ and all of EW XP. I'm also in the position of needing to spend time gathering and crafting the lvl 90 gear for her main job in order to be geared for her level; time I'd rather spend progressing her through the story so I can tank all content for my friends and FC mates.
There really is no practical reason other than developer time to not give people access to all levels of Poetic gear from the get-go.
