Correct, but this isn't something that should be endorsed to make. And if the penalty isn't enough to detract them from doing it on a regular basis then it's not detracting enough.

This basically never happens because most people benefit from staying and getting the reward. This problem is largely unique to MSQ roulette, which is going to be phased out in the near future anyway.

I get the feeling you've never had a tank bail out in AV and you may be only thinking of MSQ/alliance raid quitters which yes, they get filled in pretty fast.

It's simply not worth levying increased punishments against people who leave duties for legitimate reasons

Ok, keep ignoring the part where I say this should be increased the more YOU REPEAT IT, and to LET IT DECAY, so that it doesn't affect people who have legitimate reasons to leave. If for whatever reason you need to quit duties every day for important reasons then maybe you should consider your situation before queueing into duties with other people.
