I agree and I am also rioting over an all lottery system.
This is plain unfair to those of us who dislike the lottery system, to those of us who are fine with the effort needed for first come first serve, to those of us who have already given up our houses on other datacenters only to be told we're running on another chance.

It is illogical to go through this lottery system on a low population data center where there are going to be 7200 houses opening per server and there might not even be that many people wanting a house. Hell, there might not even be that many people on the actual server. A couple servers on Materia have populations under 2000 people. Houses greatly outnumber players and those who possibly want a house.
The lottery system is intended for larger servers and datacenters who have an active need for a housing system change.
Some wards being first come first serve makes it easier for those who want their dream house, for an fc that immediately wants to work on engaging content for their community to go get a house and dive into it, for those who want to garden and decorate.
This will just be a hinderance on a player or free companies time to begin what they want to do in this game and gatekeeps content.

Materia should be half first come first serve and half lottery. This way, everyone gets what they want with housing and those who want to immediately do their housing content have the ability to do so.
