Every Jobs rotation was literally built to fit as much as possible into Trick Attack. Nin also had the ability to manipulate enmity to a degree no other job could. No singular job has had as much impact on the way the game is played as NIN.
Don't forget Goad was a ninja-only ability for a long time, in an era where running out of TP was a constant issue.It has literally been "mandatory" for as long as Dragoon has.

Ninja has historically been pretty powerful. That's not to excuse it being weak now -- a job being historically strong or weak should have no bearing on how strong it is currently.
