You need to pass their Custom in order to enter Sharlayan.
Not to mention lady of Custom also laugh it off if you are trying to claim you are Hero of Erozea.

If you are paying attention, entire only Old Sharlayan only fills with Sharlayan citizens.
The city itself is so denial on outsides even that Empress of underworld who used weekly tome to control us can't even access to the city.

Didn’t Ishgard joined Alliance of Erozea and have troops listed under Grand Copmany of Erozea.
Where do you see Sharlyan showing that intension..
Sharlyan only agreed to submit the ship to Scions because that is the will of Hydaelyn, nothing to do with Erozea
There’s no guarantee that Sharlayan will forever stay isolated from the outside world, it’s 100% realistic to expect a future patch quest storyline about getting them to welcome immigrants. I’m sure back before 3.3 anyone would’ve said the same thing about Ishgard housing.

The Dragonsong War is over. The formerly closed borders have now been opened. They're trying to rebuild a destroyed residential district (the Firmament) but due to the loss of life and disabling injuries of many of those left, they had no choice but to seek outside help with the rebuilding.
In gratitude for their restored homes and livelihood, the new residents of the Firmament banded together to create a housing district (Empyreum) for those who had helped.
As of right now, Sharlayan hasn't changed its policies. They've already shipped all the Thavnairian and other refugees who were in Old Sharlayan waiting to be sent to the moon back to their homelands.
Again, go around talking to Sharlayan NPCs if you've finished the MSQ. Some (not all) of them will thank you - but you're also clearly not wanted there. They still have their national identity based on peaceful pursuit of knowledge and they aren't interested in associating too closely with warmongers (us). It's not an attitude that would change overnight.

Ishgard had reason to open its borders because of the losses they suffered. We already knew back in 3.0 after the Archibishop fled that Aymeric wanted the borders re-opened and that he intended to use his influence to make it happen (having no idea at the time how great his influence would end up being in the long run).
Sharlayan has lost nothing. They have no reason to change. The Forum has indicated no desire for things to change, unlike Ishgard.

Ala’migo housing, thavnair housing, moon housing, crystarium housing, Eulmore apartments(sorry no room for houses), um underwater housing? Dalmasca housing, garlemald housing.... so many places we need to build homes in.
There are a lot of areas in the cities that are blocked off that house a large open area; I was looking at some of those areas like something in The Pendants in Crystarium, and other areas. There are numerous places that they could set up the instance and transition to instanced housing, hopefully getting rid of wards and getting back to something feasible for the server operations. Put us into instanced housing, allowing us to relocate their residence and size of house. Have a common area(s) for socialization but you don't need an entire neighborhood for that.
Keep apartments and FC rooms for those that want them. Get rid of this humongous resource hog and structure it to something better that would also allow us to increase placement/storage amounts. Housing would be accessible by anyone who wanted them. Keep the pay structure and sizing if you want, it's fairly reasonable. Spending 15+ hours at a spot clicking on a board in the hopes of obtaining a residence is maniacal.

Beside, apartment and FC room is already an instanced player housing that is accessible by everyone but a lot choose the ignore it.
SE has the database and they know how many people are accessing to instanced FC room and apartment. They are not going to waste resource on something players rarely use as FC room and apartment are already good enough.
The "entry portal" to access apartments could always be moved to a new location. Or SE could do what RIFT does with housing and allow players to enter directly from a search menu.
I don't see SE removing wards altogether, though. Players that have managed to get houses are too invested in them at this point.
