A nation that has lived in intentional isolation for centuries for the sake of research is not going to suddenly change overnight. If you go around talking to the random NPCs in Old Sharlayan, there's still a considerable amount of disdain even when acknowledging our role in events. We're warmongers in their eyes. They clearly don't want us there.

Nor do they have need to open up residential districts for outsiders. They already have their own form of adventurers in gleaners and have less need of them now than in the past. They're highly unlikely to want to become a trade port like Kugane, especially since they have their arrangements with Radz-at-Han.

SE would have to really stretch to explain a housing district for Sharlayan unless they decided to go an instanced route similar to what ESO does and makes it a single instanced location made available in the city only to the WoL.

If you're just interested in housing with Sharlayan architecture, there are plenty of ruins in the Hinterlands that would make more sense to be refurbished as a housing district with the gobbies, who are looking to expand.
