I play with a controller and have zero issues. Just have to learn how to switch targets. Which you should already be able to do this. Especially in a job like SGE where you have to toggle for oGCDs anyways. It's so annoying to have to click someone just to dash to them. It would be nice if it were as useful as other jobs dashes, because this one just sucks. It's especially annoying for PS5 players who do not want to play on a keyboard. I don't care if you think its better. Its just not my playstyle, and moves like this don't help. They need to remove the need to click on another player, and maybe give it an extra charge. It would go a long way to helping dodge things while we are healing and doing damage. I keep trying to get used to Icarus, but out of all of the Sage abilities, I just can't. Its not fun this way. I usually just toggle my run ability in its place instead.

My outline for a Chemist healer: https://forum.square-enix.com/ffxiv/threads/513527-Healer-Concept-Draft-Chemist
No, I don't do that. But things do not target well individually. I've the same problem with raise macros. They just don't work well and always end up on the wrong thing even though I'm healing effectively.
If you're using your raise macro by soft targeting someone(highlighting them in the list, without pressing X/A, whatever your confirm button is) and using your macro, it will target them for the Swift Cast, then instantly move your target back to your previous target. If you get in the practice of clicking that X/A button to confirm it's your focus, then your macro won't fail. I know because I've had it happen MANY times.
And just highlighting someone and hitting Icarus does work the same as using an oGCD heal on the tank and going right back to DPSing.
Icarus is quite an awesome spell as it is and a big drawcard for me to the class, it's fun to zoom to someone and it's perfect for closing range fast on a stack. It's also good for catching up to the tank on a large pull. for me... F2>8 gets me there without thinking (Target Tank>Icarus)
Make it fire off in the direction you face and ... well, a lot of platforms don't have edges, you'll be yeeted off into the void and a dead healer. As funny as others find these slipups... let's please not make SGE into a DRG like floor healer meme.
If you are having trouble selecting targets, it's going to be a good suggestion if you can teach that skill to yourself, stop using mouseover/mouse+click to do it, if you are on a keyboard get into the habit Function keys for speed in rez and target selection would be my gentle suggestion. If you can't do that make two macros, one targetting your tank, one targetting one of the DPS.
Every healer should have this skill to be honest... It's the best thing to avoid ice skating stuff...
As a ps4 player, i have no issues targeting players to use it or ress macros. Maybe you are just panicking too much, gotta find a zen and stay at that pace.
Maybe take some more time in getting used to it? It's a newer class and everyone learns stuff in game at different rates.
Please show support for chocobo boots to be added -> http://forum.square-enix.com/ffxiv/threads/323512-Suggestion-for-an-item-to-be-added-to-gold-saucer-Chocobo-Boots
Unhappy with how they implemented Mahjong? -> http://forum.square-enix.com/ffxiv/threads/381358-Mahjong-is-the-most-depressing-mini-game-you-ve-added-to-XIV
there is only one eukrasian diagnosis for this issue but I don't have it in my to say it
Such a difficult mechanic to use. We've never had anything like this before.
PS: Been playing on controller for 8 years. This is one of the easiest things to do on gamepad.
