Having a weekly cap on Tomestones being 450 is probably the only part that annoys me. If they'd keep it at the 900 they do when they do those "catch up" periods before an expansion launch or large content drop it would be better IMO. At 450 you do a bunch of the daily roulettes then your weekly clears on the first day after reset and you've basically capped it for the week.
However I doubt we'll get the cap increased to 900 full time due to those people in the past in threads like this that say they have very little time to play the game and claim it would be "unfair" if other people with more free time got ahead of them in game...
That's a good way to play this game.
I, on the other hand, actually like doing daily roulettes as well as working toward a limited grind, so I stay subbed and enjoy playing the game throughout the expansion.
If you wanted to tweak the tomestones to prevent people from "missing out", then have it be that your unused cap from one week carries to the next. Didn't get to log in for a week, the next week your cap is 900: that week's 450 + the 450 from the previous week. Earn all 900? Now your next week's cap is 450 again. Only use 300 of that 900 during that week? Then the next week is the remaining 600 + the new week's 450, for 1050 cap total.
(The cap, should probably max out at 2000, since you can't have more than 2000 tomes at once.)
Then you don't miss out if real life interferes and keeps you from joining in for a while (thus, no FOMO), but no one can gear up faster than the current maximum speed which we already have.

Because you end up with more anxious players, who want to better prepare for Savage and the like before going in, often putting off difficult content capable of comparable rewards to farm out at least the BiS parts of their tomestone gear to the point that by the time they go and do the content, by which time they're already sick of the game. Having no cap on a resource that can nearly equal the rewards of the hardest content in the game at the time, and which is earned most efficiently through what is soon very, very tedious content can ultimately make the game far less tolerable than having that limit and therefore more reason to make use of one's equipment (to actually challenge oneself and get it through more efficient but effortful means).
And, of course, because the game makes more money when it sets barriers to otherwise basically free power-accretion.

450/weekly during most of expansion has been the normal course of action since 2013, not going to change. Keeps people subbed and having to login do content versus taking a break months later and expecting gear to be spoon fed.
Savage raiders need to cap every week to make use of i600 tome upgrades that drop from the floors, the majority do.
