Allagan Tomestone of Astronomy should have a seasonal cap, not a weekly cap

It's called Content Padding, and it's important when you don't develop enough content to prevent your playerbase from unsubscribing

It's literally impossible to develop content fast enough when players can clear that content faster than you can make it.

It takes several weeks to make a raid tier. With uncapped tomes everyone would clear it within a week.

That's why time gating exists in MMOs.
