Allagan Tomestone of Astronomy should have a seasonal cap, not a weekly cap

I don't really understand the point of the cap. Why is it so important to keep people away from gear that they clearly need?

It's to keep people from running a hundred dungeons on patch day and then spending the next 4 months complaining about how there's nothing to do.
