Reaper absolutely has a rotation. What they do in between buff windows is a bit more priority based, but they still very much have a rotation.....For reaper, who doesn’t really have a rotation, it is in properly setting up your burst windows for the encounter. It is what their DPS relies on. Shrouding whenever it’s available is not how to properly play it usually. There is a lot of risk in that, because its shrouded abilities comprise the majority of its DPS.

Keep DD up
Don’t over-cap slice/scythe
Gluttony on CD
Don’t over-cap shroud or reaver
About the only place it could even be considered to have a rotation is its burst windows, but even then you have a lot of flexibility and mostly just guidelines to follow.
And there is a set order with those priorities to line up your utilities and shrouds. Having a priority setup doesn't change the fact that reaper does have a rotation with a set opener and timings to continue to line up those openers for every burst window. You're really being pedantic right now.
That can be true and untrue, but what Ransu is talking about is clearly a rotation.
A system of priorities is absolutely a rotation.
If you take the term '' rotation '' to an absurd literal extent then it's hard to believe that you're arguing in good faith because that's not how anyone talks about these terms in MMO's.
