You'll always have enoigh people up for the the shorter Castrum even if someone leaves though.Now is the other way around, Anyway, MSQ roulette is in need of being removed and the whole thing turned into a solo duty.
Alliance/normal roulette just need a small adjustment to be like expert roulette (you have to unlock everything and have enough ILvL to acces all unlocked duties. Of course according to the class you que with. A lvl 53 only will need Crystal Tower and 110ilvl), same as the penality for bailing out, during the first 15m everyone should get it even if someone already left, and the time off from using duty finder should be equal to whatever time left the duty has (meaning up 2h).
As for your suggestion, rofl, just enjoy most of the playerbase just never running Alliance again.
Not really it's a source of good experience for everyone who wants to run it. The queues are relatively short and the rewards worth the time. It's working as intended for new players who need that duty for story completion.
I see you edited that was 2 hours. Guess you realized that was outlandishly bad as is your one hours suggestion. 30 minutes is fine just the way it is.

With XP adjusted to justify being there for up to an hour in the worst case scenario players will keep queing it outside small portion.
Your original post did not mention XP scaling though, just stuff about punishing people for leaving.
If you just give a huge xp payout for the later ally raids, you'll see you don't need to punish people to keep them in there. The whole thing is about giving player a big enough carrot, not using a stick to push them into unrewarding content.
Even if you do all the adjustment there is always going to be certain raids tiers favered over others, in particular if the XP is giving asumming the worst case escenario, when in reality most a clear will take 20m or so. If you keep the 30m as soon someone decided to take that timer out the ones that want out but also don't want said penality will jump ship at that moment.
Anyway, you can keep the XP increase and that 30m penality. Still we will need a minor change: make all roulettes "join in progress" force on by default.

I'm not gonna lie I do this all the time. Mainly because the CT raids are easier. There's as almost never a wipe and it takes way less time. But at the same time I would be ok with them removing the exploit. A lot of my concerns have been either nerfed to the ground or made trivial by gear creep.
Actually, it's more like "don't queue if you don't have the time to do the absolute longest possible content the roulette will give you". Any of the Endwalker trials are significantly longer than, for example, Ifrit. And as for MSQ roulette, Praetorium runs, on average, are roughly twice as long as Castrum Meridianum (also of note that it's not twice as good on reward). And it's not just due to difficulty, but they've gotten much more liberal in use of cutscenes or multiple phase transition fights.
Oh, and then you have to factor in how long you're waiting for a queue, which can also be a significant amount of time for some roles.
I haven't gotten anything outside of Crystal Tower since EW dropped. Pretty boring and disappointing.
