As a corollary, try not to belittle other players out of game either. Just as lewd screen shots on a social platform that can be traced back to a player's account may get them in trouble if reported, complaining about a specific player by name while using output from a parser while in a Discord that isn't just fifteen friends may result in similar trouble, especially if it results in other players becoming toxic to the named player.
Want to vent about a player on social media (and Discord counts) outside the game? Do so without naming names.

There's a very easy solution to this- get rid of EX. That's all you have to do. Then everyone is casual. Keep everything easy and you get no elites. Sure harassing is wrong, but that has nothing to do with parsers. Bad people use parsers, but so do good people. Bad people raid, but so do good people. You will ALWAYS have people who harass. Banning a parser won't change that. Harassment in this game is not limited to using parsers. I've been sexually harassed by people in Limsa Laminsa- do we ban everyone from going there and delete the entire city? No, because that would not get rid of harassment in this game.Correct. Whether someone has completed Savage yet is of no relevance, as the content is open to all who have a subscription. Better yet, it’s even open to those without one; FFXIV has only been able to grow by broadening the audience of who might play an MMO. Seeing one’s own damage might be beneficial, but the social phenomenon of logging is a legitimate concern to the community at large. Said phenomenon is no longer limited to a small group of insular raiders, but instead is publicized openly on Twitch and other places. FFXIV streamers have huge audiences now. The FFXIV population is exploding in America due to it and recent events concerning World of Warcraft, which has a similar logging culture. Thus, the increase in popularity for parsing and logging culture is new, even if said things existed in a smaller form in the past.
Parsers don't turn people into jerks. They were already that way. But if you want to keep everything casual then we could delete Ex and then you'd get rid of the mean raiders, but you would also get rid of the nice raiders. Banning things isn't the answer. I want a parser. I like a parser. It makes me a good player, but due to all the hoops you have to run through to get it running and keep it running with every update drives me nuts. So I don't raid. But that's me. If I could find a parser that was easy to install and run and keep working, I'd use it in a heartbeat because it does not modify the game code nor does it make me a bad person just by using it.

I agree with this.Parsers aren't the problem. It's using a parser to belittle someone else that is a problem.
1) SE cannot tell you are running a Parser. They cannot see what is running on your PC.
2) Running the parser for personal use, and thus not communicating its data to anyone in game, is violating nothing.
3) Using said data to belittle, harass, or "expose" someone's bad play IS the violation. At that point, because of the outburst, SE will know you are running the parser. Even so, the reason you will most likely receive a ban in this case is for HARASSMENT, not for running the parser.
Honestly, this logic is not that hard to understand.
TLDR: Don't use numbers in game to belittle someone else. Don't be mean to other players. Is it hard to be a quality human being?
Personally, I don't care if you run a parser. I don't care if you run a parser with your friends, or your static, or your free company. If that parser can help you and your teammates over the hump, hey, I'm happy for you.
I will tell you this though.
The instant, the Micro instant, you use that parser to attempt to belittle me, or any one of my friends, or heck, anyone I'm grouped with, while I'm running a dungeon roulette? I'm going to report you. I will report you in a nanosecond, and I won't say a word. I will just blacklist you and report. The GM'S will decide what to do after that.
That's all I have to say about this.
It would've been so much easier if SE just came down on one side or the other on this parser stuff. "Yes it's allowed" "No it's not allowed" instead of being a bit wishywashy. People would complain sure but at least people would know where they stand.

No, Yoshi P says that he has to say it is against ToS, but that they can't check your computer to see if you are running it. There is a huge difference. He also says, if you are badmouthing someone for their DPS, you are being charged with harassment first and foremost with third party tools as a secondary charge. The spirit of the rule is to prevent harassment not to stop parsing.
If you really want to go full on with the letter of rule where third party apps/tools are not allowed, then discord is against ToS, as is using a web browser to look up information like guides, and programs like OBS that are used to record gameplay are also third party. You may say they aren't modifying any game data, but neither are parsers.
Fact is, a lot of people use parsers, even in casual content like dungeons, and as long as they don't outright admit it in game, you'll never know and they'll never be banned.

yes i agree with the spirit of the rule part, but he clearly said, "ダメです、使わないで下さい", wich means, please don't use it.
the rest doesn't really matter.

The rest does matter because he has expanded on that statement which includes the things I mentioned. If you truly agree with the spirit of the rule, you wouldn't be arguing this. You are arguing that people should be following the letter of the rule rather than the spirit of the rule. In which case, we should be banned for using things like discord.
Should people be advertising that they use parsers? No, they shouldn't. However, it isn't because parsers will lead them to becoming toxic players, but because they are risking their accounts due to overzealous people taking advantage of the letter of the rule. In a perfect world, you would only get banned if you were using a parser in a toxic manner, namely harassing people over their DPS. However, it is not a perfect world and thus careless but otherwise innocent players will get punished for it.
That being said, does it mean the people who are reporting even innocent mentioning's of parsers are free from guilt, even though they cannot be persecuted in anyway? No, they are not. They are being toxic themselves, and while no action can be taken against them, it does not mean what they did was right. You really should only be reporting people if they are being toxic with parsers, that would be following the spirit of the rule; just because you can report someone doesn't always mean you should report them.

What you do in the privacy of your own computer is your business. When you start advertising parsed runs/blatantly stating you're using 3rd party tools in runs, you will most likely get reported. Keep it to yourself, same as any other mod or plugin used in the game.
