It doesn't even guaranty such. They very would still end up in a 5k queue for 3-6 hours. It'd be better than what we got now, at least for the people who can't even get through MSQ because they got jobs and they can't log on wee morning hours.
I mean, let's face it... short of making new servers (They already said why they can't do that), there's nothing you can do to alleviate the issue. You can only do a round robin type system to let some people play and then let other people play. Since people can't be asked to be considerate, then perhaps you gotta force it.

I see youtube videos all the time about bosses at the end of MSQ, end of MSQ content, etc. Clearly there's a bunch of people who have indeed finished MSQ and are doing endgame stuff. Putting those people at the back of Q would let those who haven't gotten MSQ done yet would make it easier to get on and finish MSQ. Even if it only reduces queues by 1,000 or so it's still better than doing nothing.
And besides, if we used my idea... if I come on with <2 hours of /played on a friday or what-not, I'd be jumping in front of the thousands of players who already have 10+ hours or more during the week. That way I could at least get on and get some stuff done.
