This is not a court that we have to provide definitive proof, and even in court, you can be sentenced by strong circumstantial evidence.
I have people in my FC defending third-party programs to avoid AFK'ing and someone in my friend-list staying inside his Barracks for hours and hours, but you want your ''definitive proof''.
That is why your question is utterly pointless.
Why are the housing instances clogged during non-peak hours? The simplest answer is usually the correct one.
