You cant right click and report except for rmt. You can still fill out an actual report for cheating through the help desk in game.I guess that could be right. I mean, you can't actually report people for anything other than RMT activity and nothing's going to happen to them anyway, but I could buy that they might be operating by this logic. I can't think of any activity that would be popular inside houses at expansion launch anyway, I just couldn't think of a reason the dodgers would go there specifically either.
You'd still have to actively monitor player search like some kind of stalker, and make a flimsy report guessing they're automating in your report.
While the alternative of reporting someone who has been standing in the exact same spot in limsa for 14 hours probably isn't going to do something, that AFK bypasser is going to get a lot more reports than someone in a private residence.
You could also have more active fc peeps chilling in their house, I like to craft at fc house or personal house a lot of the time. Didn't they delay demolition?

Not just a percentage, but a percentage high enough that it is tripping congestion measures in place to prevent people from crashing instance servers. I have *never* seen personal housing get blocked off for congestion before.
