if you remove the summoner's resurection the dps should be as close as possible to what the dark mage is doing a few% behind, otherwise he will be excluded from the meta, and from the prog.
Because apart from searing light which is nice, all the rest of its support is situational and overall much lower than what the endwalker red mage does.
That's a good point about Phoenix. It would probably make the most sense for SMN to learn Resurrection only at level 72+, but it's not crazy that they have it.

One way to nerf Summoner rez could be to make it only available during Phoenix phase, or even consume a phase-specific resource you'd otherwise use to attack with. Separately, you could make Verraise cost white mana or otherwise set the RDM rotation back more substantially than just by a GCD or two. But I guess that doesn't solve the issue of BLM not having any prog-friendly mechanics of its own, which I don't think should include a raise but could easily be something like an enhanced Addle, Manashift returned to it, or something else along those lines.

We shouldn't discount that doing the most damage is itself prog-friendly since it helps with any mid-fight dps checks, tough adds, etc.
