Some other cutscene I think it is mainly MSQ? Allow the queue to pop up but don’t let you join until the cut scene finish or you skip it

Hmm, recently I ditched an MSQ cutscene in Shadowbringers in favour of a queue pop, it was ready for reset when I returned. Perhaps it's not applicable for all of them? Would be odd.

I think the "pop during cutscene" is a bad situation only if you changed your job after you queued up and before you started the cutscene. No way to accept that pop without worming out of the scene and returning to your queued up job. Sadly IMO a full wait option would be iffy since cutscenes can vary from a minute or so to several minutes (even those without the long scenes warning), and an instance doesn't begin until everyone accepts. After all there has to be a limit on how long pop is available, it keeps both those behind you and those who accepted waiting for an unknown amount of time.

Either way, you can miss one or at the most two pops per day with the penalty count, so it gives some leeway at least. Worst that happens here is for DDs who wait for many minutes, risk a cutscene, decline queue but have to start waiting again. It seems a little too situational to warrant a long wait solution instead.
