I think those people use those houses to earn money off the workshops, most likely gil sellers...

Airships/Subs are limited in terms of profit you can make now even with one method - it's still 2 days waiting on a return and the gil is not as much as a bot can make just farming dungeons all day. They are most likely buying houses for FCs to sell the FCs onto other players.
