It's not 3 stacks of Delirium. Delirium gives you 3 stacks of a buff. Each stack allows you to use Bloodspiller/Quietus for free once over the 30sec duration. Meaning you are no longer stuck in a 10sec window, if you have to move away from the boss in the middle of Delirium, you can, and go back and not lose anything.

So you can basically freely roam around the arena, and use your completely overpowered Enhanced Unmend and Plunge, without even missing out on a Bloodspiller! This update to Unmend is actually great!................/s
