MSQ cutscenes - Allow vote to skip if there are no first time/new players

Of course no one was doing it before the cut scenes were skippable, it was the most under used DF roulette.

But this community just hates Vets getting nice things.

Uhh, most of us saying why and not wanting it to change ARE vets.
