Yes, it does happen. It's happened to me and others. Some people that ERP care about consent. Others don't.I've literally never met anyone in my year and a half in this game who goes up to someone and forces them to engage in ERP or doesn't talk to them first beforehand. Maybe stuff on Crystal is different but it's not the case on Aether and I never experienced it on Primal either for the few months I was there. Again, if you don't participate in it, don't throw around assumptions that you know what's going on or that you know how the majority acts.
I find the whole argument about protecting minors silly. I was nine when I first google "naked women" because my parents kept telling me that I shouldn't see that type of stuff.
Children have access to NSFW content from absolutely everywhere. The whole 18+ thing needs to be either scrapped as a whole or something like 10 years needs to be removed from it.
Illegal by what standard? Violation of ToS? That is up to SE to enforce if they choose to not enforce it then people should not be surprised if people ignore said rules. Adults responsibly is to make sure they handle themselves as far as is possible and practicable when it comes to socializing with others. Such as asking for someone's age when it comes to online interactions if the person lies and can be proven fault should be on the one who lied. Since the adult shown they were operating under the intent and knowledge they were interacting with another adult.
What is normal? How can we objectively define what is normal? Is normal a universal truth? Are ethics and morals a universal truth? Much brighter individuals other then ourselves still debate these principles and questions.
Lastly, if SE made it so we had to have our files check each and every time we log in I do wonder how many players would be okay with that, given with each patch and expansion the file size would just get larger and larger thus making it so it would take longer to get into the game. Which would also have a greater negative impact on people with slower internet.
Seems like a logical fix.
Then report those that do not and call it a day. I will say if by walking up and not care about consent are those random ERP whispers or propositions. Then this could be viewed as harassment and worth a report.

I should've known a thread like this would a) exist and b) be this long, because TWELVE FORFEND we just let consenting adults enjoy what they like in private, oh no, we obviously can't have any of that.
As an aside, for those claiming that nothing will be done in response to creepy and inappropriate content in a Japanese game:
What a lot of people seem to be failing to realise is that many of us are more than willing to turn a blind eye so long as such things are done in private and not excused/bragged about. Since a portion of players are becoming so brazen in the defense of such things, I suspect that it is but a matter of time before Square Enix decide to crack down. They already did as much by removing the ability to chat in PvP, since the toxicity wasn't a good look for the company when promoting the game.
Push too hard? Don't be surprised if there's pushback in turn.

as person that plays a lot of ngs currently, you do understand that is a lot of things wrong with the current state with this and why they took the actions like they did. and besides the level of customization .. you thought people got mad at mods in ff just wait to see what you can do there. FFXIV had a similar tightening of its rule enforcement/terms of service about a year or so back. My point is that when problems within the community become difficult to obscure, there's a pretty high chance that the 'suits' will begin to push for something to be done and then suddenly awkward measures are put forward to try and deal with such problems.
Most people are well aware that ERP is going to always be a thing in MMO's. Yet there's a big difference between it being hidden away in specific areas and creeping into the public eye/being openly defended/actively advertised.
