Not only that, they are stuck with those plots without a proper way to upgrade.

Not sure what you're on about. But previously, you proposed, random plots among small, medium,large.

Under your proposed system, the truly gil wealthy will drop multiple bids using alts and multiple accounts, for every desired dream plot of their size in every ward to ensure they get it.

If people can lottery for specific plots, it spreads the demand across different plots.

IMO it feels like, "The grass is always greener," type of situation. No one wants to sit around and click for an unknown number of hours to try and get a plot. So the lottery is a huge win in that regard. Nonetheless, it's all fun and games until the odds of getting a plot (even shoddy ones in the Goblet) feels similar to that of winning 1st prize on the jumbo cactpot!

I was saving money but just ended up buying an apartment yesterday after seeing for myself the amount of people camping a free plot (and there are barely any popping up on my server). You can at least multiply this number of folks by ten for wards with lottery systems.

A lottery will not fix the problem as there is a huge housing shortage already which translates in "owning a house" becoming a "myth" once the lottery arrives since those that aren't online or barely log in at all would have a chance at a house when not deserving of one. In my opinion only people that log in frequently and therefor "care more about the game and SE as a company" should get priority.
There is no game on the planet that puts people that don't play on the same level as people that DO play... this lottery would allow "zombies" to potentially get a hold of housing (people that only play 1-3 days a month). From how I see it there are already too much houses owned by zombies. Some wards are literally dead.. you never see their owners online.
