Ah, OK, this answers my edit to my post....

So, you have this in your "FFXIV Information" log:
    • NVIDIA Optimus Update 38.0.8.0
Which should not be on a system with a "normal" CPU.
The Optimus system is for use in computers (mostly just laptops) that have a CPU with Integrated Graphics and a separate nVidia discrete GPU, typically a Intel iCore CPU with HD/Iris Graphics (IGP) and then a 10 Series or earlier nVidia GPU.
It's function is to switch between the CPU-IGP and GPU for display rendering on the fly.
It shouldn't be on a PC system with a Ryzen 5 1500X CPU, as it doesn't have built in graphics.

Do you have a laptop as a second computer and have the Windows 10 install on it and your PC set to "Sync"?
If so, turn that off.... it is bad for these types of situations as drivers get put were they don't belong.

As for general DX crashes, I do notice you have a few programs installed that provide as part of their function an "overlay" on your display.
Here is where those types of programs and DX11 / DX9 games come into conflict.
Typically those overlay program run, more or less, the latest version(s) of DirectX, as the engine to provide their display functions.
The problem arises when those versions of DX running in overlay run into something running DX11 or DX9. If the versions are not the same, then there is a small and seemingly random chance, the DirectX system crashes.
This is due to that most all video cards really do not like to render the display in more than one engine at the same time.

Try disabling your overlay programs, or uninstall them, then see if the issues disappear.
