I think there is a difference between externally exerting control over a species and actually inhabiting their body.Unfortunately, I don't think dragons would be immune to Ascian control, assuming they were compatible for Ascian habitation.
Ancient Allag, created by the Ascians, was able to create Neurolinks to control Meracydian Dragons in order to have them perpetuate Bahamut. If they could control dragons with machines, then why not with their souls?
Bear in mind that Lahabrea was shown with a flick of the wrist to be able to rouse Isgebind in the Stone Vigil, and impel it to attack after imbuing it with his dark powers.
