I'd like extra fluffy, but if I remember right the reason they didn't give Hrothgar fluff was due to engine limitations with how player models are implemented.
When it comes to " body hair" I think all they need is a collar. No extra fur on the calves or forearm like the males and their collar would be smaller only sitting just above the chest.
I always laugh when people bring in lore about this. The lore states they are incredibly rare. Assume this is a single player game. In the story, you are one of those rare amount. You may be the only male Viera or female Hrothgar many of these NPCs will ever meet. This game's lore goes with the assumption that you are in a single player game, and thus your playable character is the only one that matters. No lore has been broken, at all.

Technically. Compared to the WoL the rest party are considered just normal adventurers, but they all are supposed to have the echo to some degree. Otherwise sending them to fight primals would be a bit of a suicide mission.
