If the player only ones a single shell FC, that's understandable. It could be that they ended up the only one left active in a formerly active FC as other members transferred to other FCs/worlds or deleted characters they had stopped playing. It could be that they wanted to get a house at a time when there was a personal purchase moratorium so using a shell FC was the only way to do it. Owning a single FC house is within both the spirit and letter of the rules.

If the player own multiple shell FCs, that's a problem that SE needs to address.

Personal housing wasn't a mistake. FC housing tends to end up the plaything of a couple of officers while the rest of the members don't get to do anything other than walk around. It's not good content design when you give a small percentage of players control over other players' access to participate in content.

The real mistake was ward housing instead of instanced.
