They clarified in the 6.0 digest in this month's Live Letter that they would be adjusting the effects of gear progression from 50-80 (they included 50 this time but you're right that they said 51-80 back in February) and adjusting the rest accordingly.

They further explained that fights will feel the same at the item level they were designed around but overgearing won't provide as much of a difference. The example given is fighting Diamond Weapon at i500 will feel the same as now but fighting it at i530 won't be as much easier as now. This will possibly effect the difficulty of 50 content like ST as a large part of that is how much we overgear it.

The likely reason they aren't touching sub 50 content is because, with the exception of a couple of sets the are a couple of ilevel higher, gear generally has an ilevel the same as it's equip level, so it has a much steady stat growth rate. It doesn't have as much impact on the issue as higher levels.
