Starter is free trial without the trial restrictions (ARR+HW).
Shadowbringers is the current expansion plus any previous expansion you don't have yet (ShB + SB).
Complete is everything (ARR-ShB).

What they should do is have two options:

Final Fantasy XIV (includes ARR>Stormblood)
Shadowbringers (is Shadowbringers)

Then when Endwalker is released, ShB rolls into the base game. So it's basically the reverse of what we have now, and I think would be a lot less confusing.
Why would that be less confusing? We have two now, and it makes more sense for Stormblood to be included with the expansion rather than the base game.

Complete is just combining the two, so it's even less confusing to just buy Complete for your first purchase.

I disagree.

Again, he's not really looking to replace WoW. FFXIV has enough content to be a side game, which is perfect for him.

He is mainly a PvE player, so the state of PvP won't matter much, and he might still enjoy it for what it is.

He is used to gathering 4-39 players. 7-23 players won't be an issue, assuming there are enough of them in the game watching his streams, which is likely.
