I think SE should make instanced housing & get rid of current housing wards. Give players enough time to transfer over to an instanced plot & SE can slowly delete the current housing wards.
Why? Because most of the time, the neighborhoods look like cluttered messes, people hate the housing system, people hate the decor limit & I've seen many people chalk up the frustrating "limitations" to late console users- These suggestions hopefully help with that.
Make housing instanced, Get rid of housing wards. At best, copy Wildstar. That game had the best housing experience in any MMO- you could see the "islands/ plots" of your friends floating in the sky & visit them easily. Allow players the housing experience they want.
Lavender Beds instance
Instance is a default forest theme in Gridania or Gridania town- it has a clearing where the house sits, surrounded by dense trees & mountain scenery.
Forest scenery can be changed.
The Goblet instance - Instance can be Desert/ Oasis or Ul'dah setting
Instance setting can be changed to desert/ oasis
The Mist housing Instance- Island/ Beach with a Dock/ Can be changed to a desert Oasis or Canyons
Ishgard Housing Instance- Ishgard housing district or Snow/ winter scene area with snowy forest surrounding the border. (Anything but the Foundation. The Foundation looks like it doesn't belong or related to anything Ishgard- basically, it's ugly, uninspired & kills any hype of wanting to live in a renaissance/ european dark fantasy.)
For all of the instances:
Time of Day can be altered
500+ items can be added for outside & inside scenery with X, Y ,Z Axis item placements for easier time
House, windows, chimney, etc can be altered
Music can be altered
Rivers & waterfalls can be added
Foliage
Hills
Tombstones (eastern gravestones & western styles ones)
Chocobo NPCs can be added, walking around or in a stable.
NPC's of your choice can be added, walking around or sitting still/ random pose
The only limitation would be the ingame items & players imagination
