You can cheese min ILV by having few high level pieces. For example WHM with full 270 except ilv1 weapon can enter almost all HW content and then not being able to heal anything. A little extreme case but very much possible.
TBH the min ilv should be per piece and not average.

This is not a real problem because the only way that this happend is if the person is trolling. Like ppl that remove gear inside the dng, beside from that is not a big problem.
