A great community usually does have a healthy respect for the rule of law. And part of the law's purpose is to be a restraint on people's behavior. That's a good thing as it helps make for a great community.

Competition with one's self is not PvP and does not excuse insulting other people.

In general, I don't think people being too scared to say their mind, or just preferring to keep what's said behind another's back or third party, is necessarily a hallmark of a "great community". Nor is potential abuse of the report feature, in the hopes of getting others they may not like banned, but I digress.
