Or a bit of both. Which would be preferable. The more toxic ones that are actually harassing will get banned, where the more blunt ones will stay and scare off the sensitive ones which would be a good trade-off.

Or they can do their job to the fullest extent and hammer down on people that are outright toxic and those that like to mask their toxicity behind the masquerading of being helpful.
